Profile of the Speaker

Councillor Mxolisi Ashford Siyonzana was elected to the position of Deputy Executive Mayor of the Mangaung Metropolitan Municipality following the 2011 local government elections. He also served as the Deputy Executive Mayor of the former Mangaung Local Municipality during the period March 2008 to April 2011.

Siyonzana’s extensive experience in local government is evident from the fact that he served as the Chief Whip of the Mangaung Local Municipality during 2004 to 2005, and was also the acting Speaker during 2005 to 2006. From 1996 to 2004, he served as an administrator in the constituency office of the ANC. Siyonzana has extensive leadership experience, including:

  • Serving as an organiser for the Congress of South African Students in Colesberg;
  • An additional member, instrumental in organising lawyers for COYO members from 1986 to 1989;
  • A political commissar for the South African Students Congress at Hillside View College in 1990;
  • The Secretary of the ANC Silver City branch;
  • The Secretary of the ANC Namibia branch;
  • The Deputy Secretary of the ANC Bloemanda branch in 2000;
  • The Chairperson of the ANC Bloemanda branch in 2001;
  • A member of the ANC Regional Executive Committee of Motheo from 2002 to date; and
  • The Deputy Chairperson of the ANC Motheo region from 2008 to date.

The Deputy Executive Mayor obtained an N4 qualification in electrical engineering from the Hillside View College in 2000 and completed a leadership development programme at the University of Pretoria. He is currently studying towards a law degree at the University of the Free State.
