Clr. Zolile Mancotywa is the Whip of Council. He obtained his SED diploma in 1994 from the former Vista University and pursued his studies and also completed a BA degree in 1999 with majors in History and English. Clr. Mancotywa has also completed a Project Management certificate (ATTI) and is currently pursuing his studies towards a post-graduate diploma in Governance and Political Transformation at the University of the Free State.

He served as an educator for 15 years before he joined the Motheo District Municipality as the Head of the Speaker’s Support Unit during September 2009. He was elected to the Mangaung Metropolitan Council following the 2011 local government elections.


The main objectives of the Council Chief Whip are to:

  • Strive towards the effective and efficient overall political management of the MANGAUNG Local Municipality through a Multi-Party Whippery System that enhances cohesion and consensus among all political parties in Council.
  • Act as an interface between the Speaker and the Executive Mayor on executive and legislative programs of the Council.
  • Facilitate and promote good party political relations among the different parties in Council.
  • Regularly convene and chair meetings of Whips of Councils (Chief Whips Forum) to ensure the provision of support to all political parties in the Council.
  • Provision of adequate information to Councillors and political parties in Council to enhance their ability and capacity to influence meaningful decision making.
